It is often just perceived security that helps people feel safe. You may notice they have holsters for side-arms but no side-arms.

I see you live in the Philippines -- I married a Filipina from Cebu 18 years ago -- we live in England but go to Cebu often -- I have always seen these Guards in Cebu City outside banks !
