I spent 3 hours walking along the Hudson River from Washington Square Park to Greenwich Village, then along a special bike & walking path parallel to the river which goes north for several miles. Never knew it existed. Massive renovation, park after park in between the shipyards. I think they kept it a secret from those of us who live on the Eastside.
I shall return when it gets warmer.

Seriously though, they do some shipping from this area so my guess is this was put up for safety reasons.
It does make for a more interesting subject.
