If we we had to do this work traditionally (before the existence of software for image), we would overexposing in the laboratory stage.
Using the "exposure time" of the enlarger and working for areas.
By covering and uncovering areas. Each zone corresponding exposure time. More time ... more overexposure in the zone desired ...
Photoshop does not do miracles.
I always use Any software like I was in my old lab.
I apply the technique I know.
While it is true that working with software is more comfortable, cleaner and they do not need to be with the red light! :)
According to my personal opinion, the end result is what matters. And the result is what the author wants to show us in each of his works.

"I have made this series of shots using the high contrast just to avoid represent individuals in their true identity. But I believe that the photo must also represent the situations and conditions of men. And this should serves to reflect! That's why I started with the market almost deserted and ended up with people who ask for alms."
The high contrast after I made with the PC. But I do not have photoshop, only small Windows program to make small interventions.
