The filter (on lens) was a B+W RSM C-POL MRC nano, then red filter in the conversion to B&W. I believe the pop effect also is thanks to the Rokinon lens, which delivers very high resolution. (good bang for the buck!)

Like that filter really makes those buildings pop into the scene.
